In a significant policy shift, President Bola Tinubu’s administration has officially removed universities and other federally-owned tertiary institutions from the Integrated Personnel and Payroll Information System (IPPIS). This decision was confirmed by the Office of the Accountant General of the Federation (OAGF), following a directive from the Nigerian government to streamline payroll management for federal institutions.

In an interview with The Nation, Bawa Mokwa, Director of Press and Public Relations at the OAGF, described the move as a “logical response” to the government’s directive. “It was only natural to shut down IPPIS for these institutions, given the Federal Government’s directive,” Mokwa stated. He explained that, starting in November, salaries would be processed through the Government Integrated Financial Management Information System (GIFMIS) instead.
With this transition, federal institutions are now instructed to prepare payrolls in Excel format, submitting them to IPPIS for verification. Mokwa clarified that no mandate has been issued requiring employees to alter the banking details tied to their IPPIS accounts, emphasising that any decision to change salary accounts remains at the discretion of employees.
The OAGF reiterated its commitment to protecting the welfare of workers and advised employees seeking to change their salary accounts to follow official OAGF procedures, ensuring a smooth transition with no payroll disruptions.
